When Steel Balls are the problem, check whether a Scorpion drop or deployment is available and whether the opponent has supporting units that change the exchange. Keep the rest of your board able to cover air and chaff rather than treating Scorpion as a complete answer to the whole army.
The response is working when the Steel Balls stop advancing or are removed without your backline being exposed. If their support wins the round anyway, adjust the whole formation instead of adding Scorpions blindly.
