Recommended approach
If Raiden is reaching medium units freely, add chaff or a distraction layer and choose a counter that can target air. Do not buy a ground-only answer and expect it to solve an airborne threat; check the live target types and techs first.
The response is working when Raiden spends attacks on low-value targets or is removed before it scales. If chaff is cleared too quickly, change the screen or add another counter type.
